The AN/TPS-71 Relocatable Over-The-Horizon Radar (ROTHR) is a tactical ionospheric backscatter radar system. It is similar in concept to the U.S. Air Force AN/FPS-118 Over-The-Horizon-Backscatter (OTH-B) strategic early warning radar system. The Navy proposed that much of the data generated by the ROTHR be integrated with data from other sensors, especially the OTH-B by the North American Air Defense Command (NORAD).
