The Recoverable Tethered Optical Fiber (RTOF) buoy is part of an experimental program to develop two-way communications between surface ships and submarines operating at speed and depth.

Deployed from a submerged submarine, the RTOF buoy is designed to facilitate covert wideband two-way communications, eliminating the need for a sub to come to periscope depth to communicate with surface or shore units.
