A variety of countries have researched nuclear weapons, tried to acquire them from others or actually built them. A 2003 estimate by the International Atomic Energy Agency identified more than 40 countries as having the capability to build a nuclear weapon.
The U.S. expressed concern in 1991 about the potential nuclear weapons program, noting that the 15 megawatt Birine plant could produce 7-11 lb (3-5 kg) of plutonium a year, sufficient to build a single nuclear weapon....
