The BM 400 cluster bomb was a freefall weapon used for low-level attacks against widely dispersed targets.
The weapon consisted of the BM 400 dispenser carrying three powerful 220-lb (100-kg) submunitions intended for use against armored units and ground installations protected by steel armor. The main body had four stabilizers at the rear.
