The AS-1 was probably the first operational Soviet air-to-surface missile. Development started in 1946 or possibly earlier. Developed initially for use with the Tu-4 Bull bomber. Admiral S.G. Gorshkov (commander in chief of the Soviet navy from 1956 to 1985) implied that the missile was developed for use aboard surface ships, but the limitations of the engine dictated that it would be used in aircraft and ground launchers.
