Background. Ecuador has had a turbulent political history marked by military coups and new constitutions. In fact, the 2008 Constitution was the country's 20th. Under that constitution, the president, vice president, and legislators are all elected concurrently to serve a four-year term. The 137-seat unicameral legislature is made up of 116 directly elected seats, 15 seats elected nationally, and six elected by Ecuadorians living abroad....
