The Estonian land forces are a small force with a large reserve component that can be activated in the case of full-scale war.
In November 2001, the government approved a restructuring review to bring the army closer to NATO requirements. An infantry brigade with seven battalions is the main combat force of the army. All units except one infantry battalion are reserve-based.
